Identifying Goose Barnacles on a floating wheel

Walking the coast of Westray I can see a yellow plastic wheel floating in the sea among the seaweed and flotsam and jetsam:

On it I can see Goose Barnacles:

They are crustaceans and feed by filtering the sea water.

I last saw them nearly 10 years ago:

Goose Barnacles

The way they move is slightly hypnotic.
