What’s actually happening isn’t what appears to be happening.

It’s laughing at the other one’s fish flapping in the wind, isn’t it?

No. We don’t know why Black Guillemots sit displaying their fish on the cliffs for all to see. We also don’t know why they sing at one another.

I can still anthropomorphise, though.
